Armenia salary tax calculator: gross to net vs an IE
An Armenia salary tax calculator takes income tax and stamp duty off gross pay. Here is what is confirmed, what is not, and how the same money looks as an IE.

Any Armenia salary tax calculator starts from the same two lines: personal income tax at a flat 20%Estimate: Uses at least one rule that an accountant has not verified yet. of gross salary, and a small monthly stamp duty. The income tax rate is settled; the stamp duty bands come from a single source. The social (pension) payment and the new employee health insurance premium are where calculators quietly disagree, because the sources we use do not confirm the formulas. So the honest answer to "what is my net salary in Armenia" is: gross minus 20%Estimate: Uses at least one rule that an accountant has not verified yet., minus stamp duty, minus a social payment and possibly a health premium that you should confirm with your employer's accountant.
This page goes line by line, then puts the same money next to the IE regimes, which is the comparison the payroll calculators never make.
Caution
The figures here come from our draft rule set, collected from law firms and accounting firms and not yet reviewed by an Armenian accountant. Values from disputed or unconfirmed rules carry a mark. For anything you sign, check with an accountant or the State Revenue Committee.
How much income tax and social payment come off a salary
Income tax on a salary is 20%Estimate: Uses at least one rule that an accountant has not verified yet. of the gross amount EM-01: Employee income tax. Sources agree, not verified. There are no bands in our sources: the same rate applies to a junior office salary and to a senior developer's. The rule sits in the Tax Code on ARLIS, and every secondary source we checked agrees on it.
The social payment is the one to watch. It goes to the funded pension system and is a percentage of salary up to a monthly threshold. Above that threshold, our sources describe a different formula with a cap, and we have not been able to confirm either the formula or the cap EM-03: Employee social payment. Not confirmed. The calculator therefore leaves the social payment out and says so on the result. That makes our employee figure a floor: your real net will be lower, not higher.
If you have seen a payroll calculator online that gives a precise net to the dram, it has made a choice on this line. It may be right. Ask it what it assumes, or ask whoever runs your payroll.
Stamp duty and health insurance on a salary
Stamp duty, the military insurance fee people often call the army duty, is charged every month. On a salary up to AMD 1,000,000Estimate: Uses at least one rule that an accountant has not verified yet. a month it is AMD 1,000Estimate: Uses at least one rule that an accountant has not verified yet.; above that it is AMD 15,000Estimate: Uses at least one rule that an accountant has not verified yet. EM-02: Employee stamp duty. Sources disagree. That two-band version comes from a single source, and older rules had more bands, which is why it carries a mark.
The jump between the two bands is real money for anyone near the line. A raise that takes you from just under AMD 1,000,000Estimate: Uses at least one rule that an accountant has not verified yet. to just over it costs you the difference in stamp duty every month, on top of the income tax on the raise itself.
Health insurance is newer. Armenian news reported a universal health insurance premium for employees starting around the beginning of 2026, set by the health insurance law and tied to salary level. We have not confirmed the amounts or the conditions, so our rule set marks employee health insurance as unknown EM-04: Employee health insurance. Not confirmed and the calculator does not deduct it. If your payslip shows a health line, that is probably it.
What take-home pay looks like at different salary levels
Here is the gross-to-net structure at the two levels where the rules change. We do not print a net figure in drams for either, because one line in each column is still unconfirmed and a precise-looking number would be misleading.
| Line | Salary up to the stamp duty line | Salary above it | Rule |
|---|---|---|---|
| Income tax | 20%Estimate: Uses at least one rule that an accountant has not verified yet. of gross | 20%Estimate: Uses at least one rule that an accountant has not verified yet. of gross | EM-01: Employee income tax. Sources agree, not verified |
| Stamp duty | AMD 1,000Estimate: Uses at least one rule that an accountant has not verified yet. a month | AMD 15,000Estimate: Uses at least one rule that an accountant has not verified yet. a month | EM-02: Employee stamp duty. Sources disagree |
| Social payment | A percentage of salary, confirmed only at lower salaries | Formula and cap not confirmed | EM-03: Employee social payment. Not confirmed |
| Health insurance | Reported, amounts not confirmed | Reported, amounts not confirmed | EM-04: Employee health insurance. Not confirmed |
The stamp duty line here is AMD 1,000,000Estimate: Uses at least one rule that an accountant has not verified yet. a month.
Take a back-end developer offered a gross monthly salary by a Yerevan company. Income tax is the big line by far. Stamp duty is a rounding error unless the salary crosses the band, at which point it becomes a noticeable one. The social payment, where it applies, usually comes second. Everything else is small.
Now take the same developer still employed by a company abroad, but living in Yerevan. There is no Armenian payroll in that case, so nobody deducts anything before the money arrives. If you are an Armenian tax resident, Armenia taxes your worldwide income, and the personal income tax rate is the same 20%Estimate: Uses at least one rule that an accountant has not verified yet. RES-03: Residents and non-residents. Sources agree, not verified. How a foreigner reports and pays tax on a foreign salary is less clear: the scope of the annual income declaration for foreign nationals is unknown in our rule set DL-10: Who must file the income declaration. Not confirmed. For tax years from 2026 onward the declaration window runs from March 2Estimate: Uses at least one rule that an accountant has not verified yet. to July 1Estimate: Uses at least one rule that an accountant has not verified yet. of the following year DL-09: Income declaration window. Sources agree, not verified. Whether you need to file in it is a question for an accountant, not a guess.

Salary tax compared with the same income as an IE
This is the comparison people actually want when they search for an Armenia income tax calculator: if a client paid me the same amount as an employer, what would I keep? Here is what applies on each side, from the rule set only.
| Line | Employee | IE on turnover tax | IE on the high-tech rate | IE on microbusiness |
|---|---|---|---|---|
| Main tax | 20%Estimate: Uses at least one rule that an accountant has not verified yet. of gross salary | 10%Estimate: Uses at least one rule that an accountant has not verified yet. of turnover for most services | 1%Estimate: Uses at least one rule that an accountant has not verified yet. of turnover | None, up to AMD 24,000,000Estimate: Uses at least one rule that an accountant has not verified yet. a year |
| Stamp duty | AMD 1,000Estimate: Uses at least one rule that an accountant has not verified yet. or AMD 15,000Estimate: Uses at least one rule that an accountant has not verified yet. a month | AMD 12,000Estimate: Uses at least one rule that an accountant has not verified yet. or AMD 120,000Estimate: Uses at least one rule that an accountant has not verified yet. a year | AMD 12,000Estimate: Uses at least one rule that an accountant has not verified yet. or AMD 120,000Estimate: Uses at least one rule that an accountant has not verified yet. a year | AMD 12,000Estimate: Uses at least one rule that an accountant has not verified yet. or AMD 120,000Estimate: Uses at least one rule that an accountant has not verified yet. a year |
| Health insurance | Not confirmed | AMD 129,600Estimate: Uses at least one rule that an accountant has not verified yet. a year | AMD 129,600Estimate: Uses at least one rule that an accountant has not verified yet. a year | AMD 129,600Estimate: Uses at least one rule that an accountant has not verified yet. a year |
| Fixed monthly payment | None | AMD 5,000Estimate: Uses at least one rule that an accountant has not verified yet. or AMD 10,000Estimate: Uses at least one rule that an accountant has not verified yet. a month | AMD 5,000Estimate: Uses at least one rule that an accountant has not verified yet. or AMD 10,000Estimate: Uses at least one rule that an accountant has not verified yet. a month | None without employees |
| Social payment | Not included, formula unconfirmed | Applicability unclear | Applicability unclear | Applicability unclear |
A few things about this table that are easy to miss.
The IE stamp duty is a yearly amount, with the line at AMD 12,000,000Estimate: Uses at least one rule that an accountant has not verified yet. of annual income FX-03: Stamp duty for IEs. Sources agree, not verified. The employee version is monthly. They look similar on paper and work differently.
The IE health insurance of AMD 129,600Estimate: Uses at least one rule that an accountant has not verified yet. is due once the previous year's turnover exceeded AMD 2,400,000Estimate: Uses at least one rule that an accountant has not verified yet. FX-04: Health insurance for IEs. Sources agree, not verified, so a brand-new IE does not pay it in its first year. The calculator assumes a steady state and includes it.
The fixed monthly payment is disputed: one source says AMD 5,000Estimate: Uses at least one rule that an accountant has not verified yet. in total, another says the same amount again on top as a social contribution FX-01: Fixed monthly payment. Sources disagree. Whether the IE social payment applies to foreign nationals at all is an open question FX-02: Social (pension) payment for IEs. Not confirmed.
And eligibility is not automatic. The high-tech rate needs at least 90%Estimate: Uses at least one rule that an accountant has not verified yet. of revenue from qualifying activities IT-01: IT rate: conditions. Sources agree, not verified, and sources disagree on whether IT, design and translation work can use microbusiness MB-03: Disputed microbusiness exclusions. Sources disagree. The full picture of each regime is in our comparison of every IE regime, and the charges with their dates are in the IE fixed costs and tax calendar.
Even with all those caveats, the gap between 20%Estimate: Uses at least one rule that an accountant has not verified yet. of salary and 10%Estimate: Uses at least one rule that an accountant has not verified yet. or 1%Estimate: Uses at least one rule that an accountant has not verified yet. of turnover is large. That does not make the IE the better deal for everyone, and we do not rank them for you. A gross salary and an invoice are not the same number: an employer's salary budget and the rate a foreign client will accept are set by different markets. An employment contract also comes with paid leave and the other protections of the Labour Code, which an invoice does not. And if an employer offers to move you from the payroll onto an IE contract doing the same job, whether that is allowed is a legal question our sources do not cover. Ask a lawyer before agreeing.
The IE versus employee calculator takes one income figure and shows the employee line next to each IE regime you appear eligible for, ordered by the lowest estimated cost. If you are still deciding whether you need an IE at all, start with freelancing as a private individual or as an IE.
What are typical and minimum salaries in Armenia
We do not quote salary figures yet, and here is why.
The minimum monthly wage is set by the Law on Minimum Monthly Wage. The version we could read on irtek.am dates from 2023, and the minimum wage figure repeated on some relocation sites does not match the text of that law. Until we have checked whether a later amendment exists, we are not putting a number on this page. If the minimum wage matters to you, for a work permit or a contract, read the current law or ask the employer's accountant.
Average wages are published by the Statistical Committee of Armenia on armstat.am. The averages you see quoted in articles are often several years old, often for the whole economy rather than your sector, and rarely say whether they are gross or net. A national average across all sectors tells a developer, or a waiter, very little about their own offer.
Two practical points. First, when someone quotes you a salary in Armenia, ask whether it is before or after tax. Job ads, friends and recruiters mix the two freely. Second, if you are converting a salary into dollars, euros or tomans to compare with home, the exchange rate you pick can move the result more than any tax line. Use a current rate and write down the date.
Do foreigners pay the same salary tax as citizens
On income tax, yes. Our sources describe one flat rate, 20%Estimate: Uses at least one rule that an accountant has not verified yet., for residents and non-residents alike RES-03: Residents and non-residents. Sources agree, not verified. What changes with tax residency is the scope: residents are taxed on worldwide income, non-residents only on Armenian-source income. Tax residency is usually tested by spending 183Estimate: Uses at least one rule that an accountant has not verified yet. days or more in Armenia, though sources disagree on the counting period RES-01: Tax residency: day count. Sources disagree. Our guide to the tax residency test and certificate goes through the day counting.
On the other deductions, the answer may be no, and this is not settled. A reading of the primary law that we have passed to our accountant suggests that stamp duty, health insurance and the social payment may apply to foreigners only if they hold a residence permit, and that the social payment may also depend on age. Residence status here means a residence permit, which is a different test from tax residency. None of that is applied in the calculator until the review is done, so a foreign employee without a permit may find their real deductions smaller than a payroll calculator suggests, and one with a permit may find them about the same as a citizen's. Your employer's payroll will already be applying some interpretation; ask which.
You may also come across pages describing income tax refunds or lower rates for employees of high-tech companies. Those incentives are not in our rule set, so the calculator ignores them. If your employer is in the IT sector, its accountant will know whether any apply to your contract.
Questions people ask
Is salary tax in Armenia progressive?
Not according to our sources. Income tax on salary is a flat 20%Estimate: Uses at least one rule that an accountant has not verified yet. EM-01: Employee income tax. Sources agree, not verified. The steps you notice are in stamp duty and, by most accounts, in the social payment above a threshold.
Is there an Armenia income tax calculator that compares salary with an IE?
The calculators that rank for this are payroll-only. Ours takes one income figure and shows the employee line next to each IE regime you appear eligible for, with every unconfirmed line marked.
Why do salary calculators give different net figures?
Mostly because of the social payment and the employee health insurance premium. Our sources do not confirm the social payment formula above a threshold EM-03: Employee social payment. Not confirmed or the employee health premium EM-04: Employee health insurance. Not confirmed, and calculators fill those gaps in different ways. The income tax rate is the same everywhere. Stamp duty bands can differ too, because the current two-band version rests on a single source EM-02: Employee stamp duty. Sources disagree.
Do I pay Armenian tax on a salary from a foreign employer?
If you are an Armenian tax resident, Armenia taxes your worldwide income at 20%Estimate: Uses at least one rule that an accountant has not verified yet. RES-03: Residents and non-residents. Sources agree, not verified. With no Armenian payroll, nobody withholds it for you. Whether and how a foreigner declares it is unclear in our sources DL-10: Who must file the income declaration. Not confirmed, so ask an accountant before the declaration window opens on March 2Estimate: Uses at least one rule that an accountant has not verified yet..
Does the employee stamp duty depend on my yearly or monthly salary?
Monthly. The line is AMD 1,000,000Estimate: Uses at least one rule that an accountant has not verified yet. a month EM-02: Employee stamp duty. Sources disagree. For an IE it is the other way round: stamp duty is set by annual income, with the line at AMD 12,000,000Estimate: Uses at least one rule that an accountant has not verified yet. a year FX-03: Stamp duty for IEs. Sources agree, not verified.
