Armenia tax residency: days, foreign income and certificate
Armenia tax residency comes from a day count or your centre of vital interests. What it means for foreign income, and how to get the certificate online.

You become an Armenian tax resident if you are physically in Armenia for at least 183Estimate: Uses at least one rule that an accountant has not verified yet. days, or if your centre of vital interests is here, even with fewer days RES-01: Tax residency: day count. Sources disagree RES-02: Tax residency: centre of vital interests. Sources agree, not verified. Armenia tax residency matters because residents are taxed on their worldwide income, while non-residents are taxed only on income from Armenian sources RES-03: Residents and non-residents. Sources agree, not verified. The main open question is the period over which the days are counted: sources disagree, and we say so below.
A residence card does not make you a tax resident, and lacking one does not stop you being one. The two are run by different agencies under different laws. If you need to prove your status abroad, the State Revenue Committee issues a residency certificate online, free of charge.
Caution
The day-count period is disputed and our accountant review of it is still open. This post explains the rule and the disagreement. It is not tax advice, and for a ruling on your own case ask the State Revenue Committee or an Armenian tax adviser.
When does a foreigner become an Armenian tax resident
There are two routes, and meeting either one is enough.
The first is presence. If you spend 183Estimate: Uses at least one rule that an accountant has not verified yet. days or more in Armenia within the relevant period, you are resident. Nationality, visa status and where your clients sit play no part.
The second is your centre of vital interests. If your family, your main home and your main economic activity are in Armenia, you can be resident with fewer days than that RES-02: Tax residency: centre of vital interests. Sources agree, not verified. This is the route people forget. A developer whose partner and children live in Yerevan, who rents a flat there all year and runs an Armenian IE, but who spends long stretches travelling for work, may still be resident even if the day count falls short.
Our sources describe the test in those broad terms. None of them says how the State Revenue Committee weighs the three factors when they point in different directions, for example a family abroad but the business and the flat here. If that is you, it is a question for an adviser, not for a blog.
Calendar year or any twelve months
This is the open question, and it changes the answer for people who arrive mid-year. Some sources say the days are counted within the calendar year. Others say within any twelve-month period that starts or ends in the tax year RES-01: Tax residency: day count. Sources disagree. We have put the question to an accountant and will update this post when the answer is in.
A simple picture shows why it matters. Say you land in Zvartnots in early autumn and stay until late spring. Under the calendar-year reading, your days are split across two years, and you may fall short in both. Under the twelve-month reading, the same stay may cross the line. That is why we do not publish worked day counts yet: any exact example would quietly pick one reading.
If you are near the line, plan for the reading that hurts you. If you want to stay non-resident, assume whichever reading makes you resident sooner. If you need to be resident for a treaty claim, assume whichever one makes it harder.
How entry and exit days are counted
None of the sources we rely on says how Armenia treats the day you arrive and the day you leave. Until this is settled, the safe habit is to count both as days in Armenia, keep your boarding passes, and photograph each passport stamp. If you fly in on a Russian internal passport, which should not carry Armenian stamps, your tickets may be the only proof of your dates.
As our sources describe it, the test counts days of presence in the period, not an unbroken stay. A short trip abroad takes a few days off the total but does not reset it.
Do visa runs change anything
Not for tax, on the reading of the test above. A visa run to Georgia restarts nothing in the tax count: the days before and after it still add up within the same period.
People mix this up with the immigration limit. Visa-free foreigners may stay up to 180 days "within one year" under the Law on Foreigners, unless a treaty sets a different term, and that rule is separate from tax residency. On paper the visa-free limit sits just under the tax threshold, but that tells you little. The law does not define its "year" either, reported border practice has let many people stay much longer, and the centre-of-vital-interests route needs no day count at all. Do not use the immigration rule to settle the tax question. The immigration side is covered in how long Russians can stay in Armenia. Iranians fall under a separate visa-exemption memorandum, explained in visa-free stay for Iranians.
Does a residence permit make me a tax resident
No. A temporary or permanent residence card is a migration status issued by the Migration and Citizenship Service. Tax residency is a tax status decided under the Tax Code. You can hold a card and be a tax non-resident because you spent most of the year elsewhere. You can have no card at all and be a tax resident because you stayed long enough.
The confusion gets worse from November 1, 2026, when the amended Law on Foreigners adds its own day rule: holders of a residence status who are absent from Armenia for 183 days or more must notify the service within 10 days, or the status loses force. The number looks like the tax threshold, but it is an immigration rule about absence, not presence. The text does not say whether the absence must be consecutive. What the reform means for IE holders is in the November checklist.
Does registering an IE make me a tax resident
The sources that say so are marketing pages of advisory firms RES-04: IE registration and residency. Sources disagree. What is documented is narrower: according to the SRC announcement, IEs registered in Armenia receive the standard residency certificate automatically. That shows how the certificate is issued. It does not show that registering an IE meets the day test or the centre-of-vital-interests test. We treat the question as open.
What being resident means for your income
As a resident, Armenia taxes your income from everywhere. As a non-resident, only income from Armenian sources. The personal income tax rate in our rule set is 20%Estimate: Uses at least one rule that an accountant has not verified yet. in both cases RES-03: Residents and non-residents. Sources agree, not verified. The difference is the base, not the rate.
For an Armenian IE the picture is simpler than people fear. The tax your IE pays under its regime does not depend on your residency in our rule set, which is why the calculator asks about your days only to show the right explanation, not to change the number. A copywriter billing a German agency through an Armenian IE on turnover tax pays the same turnover tax whether she is resident or not. What residency changes is everything else: a salary from abroad, a foreign business you still run, interest or rent from another country.

Does Armenia tax my foreign salary
If you are resident and employed by a foreign company, your salary is part of your worldwide income, so in principle Armenia taxes it at the personal income tax rate above. No Armenian employer withholds it, which leaves the question of how you report it.
Armenia has an annual personal income declaration. For tax year 2026 it is filed between March 2Estimate: Uses at least one rule that an accountant has not verified yet. and July 1Estimate: Uses at least one rule that an accountant has not verified yet. of the following year, according to a single detailed source. Whether foreign nationals must file it, and for which income, is one of the points our sources leave unclear DL-10: Who must file the income declaration. Not confirmed. Ask the SRC or an adviser before you assume you have nothing to file.
The country where your employer sits may also tax the salary. Whether a treaty stops double taxation depends on the treaty and on where you are resident under it. Some remote employees switch to invoicing through an Armenian IE instead. If you are weighing that, the salary versus IE comparison and the IE versus employee calculator show the costs side by side. They do not tell you which to pick.
What about income from a foreign IE or company
If you still run a business back home, say a Russian IP or a company in Iran, and you are an Armenian resident, that income is in principle within Armenian worldwide income too. How Armenia taxes it, and how much credit you get for tax already paid abroad, depends on the treaty and on facts our rule set does not cover. This is one for an accountant who knows both countries. How your home country treats you is covered in Armenian IE as a Russian tax resident and the Iran–Armenia treaty and residency.
How to get an Armenian tax residency certificate
The certificate proves to a foreign tax authority, a bank or a client that Armenia treats you as resident. Its main use is a treaty claim abroad: lower withholding on a payment, or proof that you should not be taxed as a resident somewhere else.
Since December 1, 2025Estimate: Not yet confirmed by an official source. Last checked October 5, 2026., the State Revenue Committee issues it fully online (SRC announcement via Public Radio of Armenia).
- Open the residency certificate service on the SRC digital services platform. Foreign nationals can apply themselves or through an authorised representative.
- Fill in the short online application. The service is free.
- Wait for the result. An individual gets it within 2 working days. If you are a registered IE, the standard certificate is issued automatically, according to the SRC.
- Download the certificate. It is available in Armenian, English and Russian and carries a QR code and a verification code.
- Send it to whoever asked for it. They can check that it is genuine at verify.e-gov.am without writing to Yerevan.
Some foreign tax offices want their own form signed by the Armenian authority rather than a local certificate. The SRC service mentions certificates in a foreign format, but we have not tested that route. Ask the foreign office what it accepts before you apply.
What evidence the SRC checks for an individual who is not an IE is not stated on the service page. If you are resident by days, have your passport stamps and travel records ready. If you are relying on your centre of vital interests, expect to show why.
Note
An Armenian certificate shows Armenian residence. It does not end your residency anywhere else. Russia, for example, decides Russian residency by days spent in Russia, whatever Armenia says. If two countries both treat you as resident, the treaty's tie-breaker article decides, and that is a job for an adviser.
Is Armenia a tax haven
No, though it is a low-tax place for some small businesses. Residents are taxed on worldwide income, the personal income tax rate is 20%Estimate: Uses at least one rule that an accountant has not verified yet., and Armenia exchanges bank account data with other countries under the OECD reporting standard: 47Estimate: Not yet confirmed by an official source. Last checked October 5, 2026. jurisdictions in its first exchange, with about 120Estimate: Not yet confirmed by an official source. Last checked October 5, 2026. planned (KPMG Armenia). Your home tax office may well hear about your Armenian account.
What makes Armenia attractive is the IE regimes. Turnover tax for qualifying IT activity is 1%Estimate: Uses at least one rule that an accountant has not verified yet., with conditions, and an IE whose prior-year turnover stayed within AMD 24,000,000Estimate: Uses at least one rule that an accountant has not verified yet. can qualify as a micro-business and pay no turnover tax, if its activity is not excluded. Those are low rates on a small business, not a place where income goes untaxed. The regimes and who appears eligible are compared in freelancer taxes in Armenia.
Questions people ask
Do I pay tax in Armenia if I work remotely for a foreign employer?
If you are an Armenian tax resident, your foreign salary is in principle taxable in Armenia as part of your worldwide income. If you are not resident, Armenia taxes only Armenian-source income. How a foreign national reports a foreign salary is not clear from our sources, so check with the SRC.
Can I be a tax resident without a residence card?
Yes. Tax residency comes from your days in Armenia or your centre of vital interests. A residence card is a migration status and is a separate thing.
I left Armenia for a few weeks. Did my count restart?
No, as our sources describe the test. It counts days of presence, not an unbroken stay, so a trip abroad only removes the days you were away. Which period the days fall in is still the disputed part.
Does an Armenian tax residency certificate cost anything?
No. The SRC service is free, and an individual receives the certificate within 2 working days.
Can a foreign tax office check that my certificate is real?
Yes. Each certificate has a QR code and a verification code that anyone can check at verify.e-gov.am.
Is it calendar year or twelve months?
Sources disagree, and we have not settled it. We will update this post once our accountant answers. Until then, if you are close to the threshold, get advice before relying on either reading.
