Can foreigners open a bank account in Armenia?

Yes. Foreigners can open a bank account in Armenia without residence, usually in person. Documents, the social card, dated fees, FATCA and IE accounts.

Can foreigners open a bank account in Armenia? Yes, and you do not need a residence permit to do it. What you need is your passport, proof of an address in Armenia, and either a public service number (the "social card") or an official statement that you do not have one. Expect to go to a branch in person for the first account, to pay a one-off fee at some banks that Armenian citizens do not pay, and to answer compliance questions that can take from a few days to a week or more. Fees and document lists below were checked against the banks' own documents in October 2026 where we could open them, and each one is dated, because they change.

Can foreigners open a bank account in Armenia without residence

Yes. Armenian bank tariffs have separate lines for non-citizens and non-residents, which only makes sense because banks open accounts for them. Ameriabank's document list for individuals asks non-citizens for an identity document and proof of address. It does not ask for a residence card.

A word on "resident". When a tariff sheet says "non-resident", it uses the bank's own definition, which is not necessarily the same as tax residency or holding a residence card. If a fee depends on it, ask the bank which column you fall into before you sign anything.

Being allowed to open an account is also not the same as being accepted. Every bank decides client by client, and since a Central Bank resolution on sanctions-circumvention risk came into force on August 12, 2026Estimate: Not yet confirmed by an official source. Last checked October 5, 2026., banks screen clients, counterparties and intermediaries more closely and may suspend or reject transactions. The rules cover restrictive measures imposed by any state or international organisation, not only those on Russia. Do you have to be there in person

For a first account, almost always yes. The bank has to identify you, and the normal way is a visit to a branch with your original passport. Remote opening exists only in narrow cases, such as video identification for some clients or an account opened through someone holding your power of attorney, and practice differs from bank to bank. Do not plan around opening an account from abroad unless the bank itself has confirmed in writing that it will do it for someone with your passport.

Ameriabank's tariff has a fee for identifying a client by video call, AMD 5,000, and says it is not charged when the video call is part of opening an account remotely. That tells you the bank does remote opening for some clients. It does not tell you that you are one of them.

A typical first week looks like this. You land at Zvartnots on Monday, sign a lease on Wednesday, and walk into a branch on Thursday with your passport and the lease. If you have no public service number yet, you either go and get one first or ask the bank whether it takes a statement of absence instead. Then the compliance review starts.

The social card: what it is and whether you need one

"Social card" is the everyday name for the public service number: PSN in English, ՀԾՀ in Armenian. It is a 10-digit number that banks and many state systems use to identify a person. What hartak.am issues is a PSN certificate, a document that shows the number.

It is not a residence card. Persian-language searches mix the two up a lot, and the confusion costs people time. The residence card (կացության քարտ) proves your right to live in Armenia. The social card number only identifies you, and you can hold one without any residence status.

Who can get a social card

According to the government services platform hartak.am, the number is available to Armenian citizens, foreigners with a right of residence, stateless persons permanently residing in Armenia, refugees, and foreigners lawfully present in Armenia. That last group suggests a visitor within a visa-free stay qualifies. The wording supports that reading, but the practical details (which documents, whether a translation is needed, how long it takes) come only from agencies and forums, not from an official page.

How to get a social card in Armenia

The certificate costs AMD 0. You can apply online through hartak.am if you have an Armenian e-ID, or at any Migration and Citizenship Service office by appointment. Agencies say to bring your passport and an Armenian translation of it. Check the hartak.am page for the current list before your appointment rather than relying on a checklist from a relocation agency.

Appointments used to be booked through migration.e-gov.am. The Migration and Citizenship Service announced that migration.e-gov.am and the Early One app stop providing residence-status services from November 1, 2026Estimate: Not yet confirmed by an official source. Last checked October 5, 2026., when the new residence system starts. That announcement is about residence status. hartak.am lists the PSN as a separate service, and nobody has said whether PSN booking moves too. Opening an account without a social card

Banks record your public service number. If you do not have one, Ameriabank's document list says you can bring an official statement that you do not hold one. That list is dated 2023 and says the statement comes from the Armenian police, whose migration functions now sit with the Migration and Citizenship Service. Who issues it after the November reform has not been confirmed. Some secondary sources say most banks insist on the number itself.

The practical answer: if you are staying long enough to need a bank, get the PSN first. It costs AMD 0, it removes a question at the bank, and some migration procedures need it too (the lawful-residence certificate for EAEU workers, for example), and possibly registering an individual entrepreneur (that last point is disputed, see how to register an IE in Armenia as a foreigner).

What documents and proof of address banks want

The most detailed published list we found is Ameriabank's (2023 edition). For a non-citizen it asks for:

  • a passport or another document that proves lawful residence;
  • proof of address, such as a utility receipt or a residence reference;
  • the public service number, or the statement that you do not have one.

On request, the bank may also ask for statements from another bank, an employment reference, and documents on property or a business you own. Secondary sources from 2026 add two more things banks now ask for: evidence of where your money comes from, and a tax-residency self-certification under the Common Reporting Standard.

Proof of address is where newcomers get stuck. A lease is the document most people use. If yours is informal, or the apartment is a short-term rental, ask the bank in advance what it accepts. Do not assume a hotel booking will do.

If you entered Armenia on a Russian internal passport, which Russians have been able to do since February 22, 2017, Ameriabank asks you to sign a declaration that you crossed the border with that document. Other banks may want your international passport instead. Ask before you go.

How long it takes

Anything from the same day to about a week is reported for a well-prepared personal account, and longer when compliance has questions. Sources disagree, and all of them are anecdotal. Plan for days to a week or more, and do not book a flight out on the assumption that your card will be ready the next morning.

What accounts cost to open and keep

Bank fees for foreigners are mostly one-off charges on opening. Agency comparison tables quote figures for many banks, usually without a date and often disagreeing with each other. Here is what we could tie to a bank document.

A few details matter. Ameriabank charges its due-diligence fee only if it approves the relationship, and does not charge it to Armenian citizens or to its Premium and Partner clients. It also requires a current account in drams before it provides any other service, so a dollar or euro account comes second.

For Ardshinbank, the only bank document we found covers non-resident companies and individual entrepreneurs and was valid only until early January 2026. A lower figure for individuals comes from an affiliate article. We do not publish either. For IDBank, Evocabank and ACBA we found no tariff we could check, so we give no figures.

Caution

Tariffs change several times a year, and a fee in a blog post (this one included) can be out of date by the time you read it. Open the bank's current tariff PDF, check its effective date, and look for the lines that mention non-citizens or non-residents.

Which bank is best for foreigners

We do not rank banks. The right one depends on your passport, where your income comes from and what you need the account for. Questions worth asking each bank before you choose:

  • What does it charge non-citizens to open and keep an account, according to its current tariff?
  • Does it open accounts for citizens of your country at the moment, and in which currencies?
  • Can it receive SWIFT transfers in dollars or euros from your clients' countries?
  • Does it connect to the payment platform you use? Converse Bank's app, for example, links to Payoneer and moves dollars or euros into a Converse account (Converse Bank FAQ).
  • Will it open a separate account for an individual entrepreneur, and on what tariff?

What US citizens should expect

A US citizen can open an account in Armenia on the same basis as other foreigners. The difference is FATCA. Armenia has an agreement with the United States under which Armenian financial institutions report directly to the IRS, with the Central Bank of Armenia as the competent authority. In practice the bank will ask whether you are a US person and have you fill in FATCA forms, and information on your account goes to the IRS.

That is the bank's duty. Your own US filing obligations are a separate matter under US law, which we do not cover. If you have not yet dealt with them, a US tax adviser who works with Americans abroad is the person to ask, before you move serious money into the account.

For everyone else the equivalent is the Common Reporting Standard, under which data goes to the tax authorities of the countries Armenia exchanges with. How an IE business account differs

An individual entrepreneur is a person, not a company, but banks still treat the IE as a business client. Ardshinbank, for example, published tariffs for non-resident companies and IEs separate from its personal ones. Ask the bank whether it opens a dedicated IE account or lets you use a personal one, and what that costs. Bring your registration documents with your tax identification number as well as everything listed above.

For many foreign freelancers, the IE account now does more than collect payments. Under the amended Law on Foreigners, in force from November 1, 2026, an IE can use the business ground for temporary residence by showing either turnover of at least AMD 1,000,000 over the 60 days before applying, or at least AMD 1,000,000 held across its accounts (law text on ARLIS). After the status is granted, the tax database has to show taxes calculated from the business within 180 days, or the status loses force. Without a working bank account, neither test is easy to meet.

Money from clients abroad usually arrives by SWIFT in dollars or euros, or through Payoneer. Stripe does not support Armenia, and PayPal's Armenian site offers sending only. Keep every bank credit advice. Turnover tax is counted in drams, and which exchange rate and date apply to foreign-currency receipts has not been confirmed FXR-01: Currency conversion. Not confirmed, so your accountant may need the exact date each payment landed. Why inactive accounts get closed

Banks close accounts that sit unused, but we found no bank document that sets a fixed period. One relocation guide gives a number of months. We could not confirm it with any bank, so we do not repeat it. Ask your bank what its rule is and get the answer in writing if you plan to leave the account dormant while you are abroad.

Two other things close or freeze accounts more often than plain inactivity:

  • Low-activity fees. Ameriabank's tariff has a half-year account-management fee when average cash flows or the average daily balance fall below thresholds it sets, currently suspended until mid-2027. A fee like this does not close an account by itself, but a fee that keeps running against a zero balance is how forgotten accounts end up in trouble.
  • Compliance reviews. Under the Central Bank's rules, banks re-assess a client within 1Estimate: Not yet confirmed by an official source. Last checked October 5, 2026. business day of a change to a sanctions list or to the client's data. Since late 2025 some banks have refused or closed accounts of Russian citizens, citing internal compliance rather than any formal ban. A change to your details, an unanswered request for documents or a payment linked to a sanctioned party can trigger a review.

Answer the bank's requests promptly, keep your passport and address details current, and move a little money through the account now and then. None of that guarantees anything, but it removes the easy reasons to close it.

Questions people ask

Can a US citizen open a bank account in Armenia?

Yes, on the same documents as any other foreigner, plus FATCA forms. Armenian banks report US persons' accounts directly to the IRS under the FATCA agreement.

Is the social card the same as the residence card?

No. The social card is the public service number, which identifies you. The residence card proves a right to live in Armenia. You can have the number without residence.

Do I need a residence permit to open a bank account in Armenia?

No. Banks open accounts for non-residents. Ameriabank's list for non-citizens asks for an identity document and proof of address, not a residence card. Each bank still decides on each client.

Can I open an Armenian bank account before I arrive?

Usually not. A first account normally needs you at a branch for identification. Some banks offer video identification or accept a power of attorney in specific cases, so ask the bank directly and get the answer in writing.

Do I have to report my Armenian account at home?

That depends on your home country's law, not Armenia's. Russian tax residents, for example, have to notify the Russian tax service within 1 month of opening an account abroad, with exemptions (FNS page). Ask a tax adviser in your home country.
