Moving to Armenia from Russia in 2026: entry, social number, IE, regime choice, bank and residence in a workable order, with costs and what changes in November.

Moving to Armenia from Russia comes down to a short sequence: enter visa-free, find a place to live, get a public service number, register as an individual entrepreneur (IE) if you work for yourself, choose a tax regime within 20Estimate: Uses at least one rule that an accountant has not verified yet. days, open a bank account, and only then apply for residence. Each step feeds the next one. The bank wants your number and address, and from November 1, 2026 the residence application wants turnover or money already sitting in the IE's accounts.
What follows is that order, what each step costs as far as official sources say, what the November reform of the Law on Foreigners changes, and what to settle on the Russian side. Where a detail is disputed or nobody has published an official answer, we say so instead of filling the gap.

This is a checklist, not legal or tax advice. Several government decisions the reform depends on had not been published when we checked in early October 2026. For your own case, confirm with the Migration and Citizenship Service, the State Revenue Committee or an adviser.
Moving to Armenia from Russia: the steps in order
- Enter Armenia visa-free, on the internal passport if you fly, or on the international passport for any route.
- Rent a place with a written lease. Banks commonly ask for it as proof of address.
- Get a public service number, the "social card" number.
- Register an IE, if you work for yourself rather than for an Armenian employer.
- Choose a tax regime within 20Estimate: Uses at least one rule that an accountant has not verified yet. days of registration.
- Open a bank account, personal and for the IE.
- Apply for residence once the IE meets the turnover or balance test.
- In parallel, deal with the Russian side: notify the tax service about your Armenian account and work out where you are a tax resident.
The order is not fixed by law. It is the order in which each step stops blocking the next.
Step one: entry
Russians can stay up to 180 days "within one year" without a visa. The internal passport has been accepted since February 22, 2017, but only for air travel, according to the Russian consular service. If you land in Zvartnots on a direct flight from Moscow with only your internal passport, that is fine. If you come by road through Georgia, you need the international one.
The law does not say how the year is counted, and whether leaving and coming back resets the count is reported practice, not a right. Step two: an address and a lease
Under the Civil Code, a residential lease is a single written document signed by both parties and is subject to notarial certification. In practice many leases are informal, and a landlord who does not register the lease is supposed to file a free notice with the State Revenue Committee within 5 days of handing over the flat. You do not file that notice yourself, but a lease that has been registered or notified is easier to use as proof of address.
Why it matters early: Ameriabank's document list for non-citizens asks for proof of address, and other banks commonly accept a lease for it. The current official document list for temporary residence does not ask for a lease. Whether the new system from November will is not known yet.
Rents moved a lot this year. Numbeo puts a one-bedroom flat in central Yerevan at AMD 327,548 a month on average and outside the centre at AMD 226,955, as of October 3, 2026. Listing data quoted by Panorama.am shows asking rents up by about 24%Estimate: Not yet confirmed by an official source. Step three: the public service number
The public service number (PSN, in Russian guides the "social card") is a 10-digit number. It costs AMD 0. It is available to foreigners who are lawfully present in Armenia, not only to residence holders, so a visa-free arrival should qualify. You get it online if you have an Armenian electronic ID, which a newcomer usually does not, or at a Migration and Citizenship Service office by appointment (service page on hartak.am).
What we could not confirm from an official source: which documents the office asks for, whether it wants a translation of the passport, and how long issue takes. Guides give answers, and they do not all agree. Bring your international passport if you have one, ask at the office, and do not plan a deadline around a processing time. How booking works after the November reform is also not established; the service's announcement covers residence services, not the PSN.
Banks record the number. Under Ameriabank's document list, a client without one can present an official statement that they have none instead, and Russians who entered on the internal passport and bank with it sign a declaration about crossing the border with that passport. Other banks may ask for the number itself.
Step four: registering an IE
Registering an IE online through the government services platform costs AMD 0, but it needs an Armenian ID card or e-ID and a digital signature, which a newcomer usually does not have yet. Sources disagree on the fee for registering in person. Whether you need the PSN first is disputed: the register law records the number "if available", while one agency says it has been mandatory since early 2026 and some law firms say no social number is needed. Ask the State Register before you go, or get the PSN first and avoid the question.

Step five: choosing a tax regime within the deadline
This is the step people miss. A newly registered IE has 20Estimate: Uses at least one rule that an accountant has not verified yet. days from registration to elect turnover tax, the micro-business regime or the high-tech rate DL-01: Regime election after registration. Which regimes are open to you depends on your activity. We will not tell you which to pick. One residence-related warning belongs here, not later. From November, a business-ground residence status lapses if the tax service's database shows no taxes calculated from your business within 180 days of the grant. The law does not say how that applies to an IE on the micro-business regime, and no official clarification exists. Treat it as an open risk, not as a reason to pick or avoid a regime.
Step six: the bank account
Expect an in-person visit for a first account; remote opening exists only in narrow cases and varies by bank. Fees we could check on the banks' own tariff pages: Ameriabank charges non-citizens AMD 20,000 for due diligence when it opens the relationship, and only if it approves you. Inecobank's standard tariff lists AMD 25,000Estimate: Not yet confirmed by an official source. Last checked October 5, 2026. for a non-resident opening a current dram account. For other banks we found only agency tables, and they disagree, so we do not quote them.
How long it takes is disputed: anywhere from a few days to a week or more, longer when compliance looks closely, which it does for Russian clients. Since late 2025 some banks have refused accounts to Russians, rejected payments or closed accounts, citing internal compliance; there is no formal ban. Banks also collect a tax-residency self-certification from Russian clients. Whether that data goes to Russia every year or only on request is disputed, so assume the Russian tax service can get it. Documents, refusals and the CRS questionnaire are covered in opening a bank account in Armenia as a Russian.
A few things that surprise people: Mir cards work only at VTB (Armenia); Stripe does not support Armenia; PayPal in Armenia offers sending, not receiving; Wise does not operate in Russia, and Armenian residents can send with it but not hold balances. Direct SWIFT wires in dollars or euros, or Payoneer, are the usual way freelancers get paid.
Step seven: residence
From November 1, 2026, an IE qualifies for temporary residence on the business ground with turnover of at least AMD 1,000,000 in the 60 days before applying, or the same amount, AMD 1,000,000, across the IE's accounts in any currency. This is why the bank comes before residence: without an IE account that shows turnover or a balance, you have nothing to apply with.
You apply yourself, through the new online platform, with 1 in-person visit for biometrics. The service decides within 30 days, and your stay counts as lawful while the application is pending. A temporary status now lasts up to 12 months, after which you apply again, and permanent residence on the business ground needs 3 years on temporary status first. If instead you sign an employment or services contract with someone in Armenia, the EAEU Treaty route applies: no work permit, a stay as long as the contract, and a certificate of lawful residence. Whether a Russian who works only through an IE with foreign clients counts as an EAEU "worker" for that route is not established.
Which steps changed in November 2026
The amended Law on Foreigners and the state duty changes that go with it take effect on November 1, 2026. The changes that touch this checklist:

Two timing details matter. Applications submitted before the reform date are decided under the old rules, and "submitted" means filed, not an appointment booked for later (transitional article of the amending law). The new fees take effect on the tenth day after the migration service announces the launch of its platform, and no later than the reform date, so they could start a few days early. No announcement had appeared when we checked. Yearly quotas by status and ground are also new, and no quota numbers had been published.

Rent, a deposit, translations and any agency fees come on top and vary too much to put in a table. If you register at an office instead of online, ask about the fee there; sources disagree on it. The running costs of the IE itself, the fixed charges and the tax calendar, are a separate list, and the calculator includes them.
What to settle on the Russian side
Two things.
The first is the foreign account notice. A Russian currency resident has to notify the Russian tax service within 1 month of opening, closing or changing an account abroad, an Armenian one included (FNS page). The one-month deadline does not apply to everyone: someone who is not a Russian tax resident, for example, gets a later one. The FNS page lists the cases. There is also an annual report on the movement of funds; for an account in an EAEU state such as Armenia it is not due if transactions and balance stay within RUB 600,000Estimate: Not yet confirmed by an official source. Last checked October 5, 2026.. These are Russian currency-control duties, so check the current rules with a Russian adviser.
The second is tax residency. Russia treats you as a tax resident if you spend at least 183 days in Russia within 12 consecutive months, with your final status for a year fixed by the days in that calendar year. A resident is taxed in Russia on worldwide income, which includes an Armenian IE's income; a non-resident only on Russian-source income. For a resident, the income from tax year 2026 goes on the Russian declaration due by April 30, 2027.
The trap is double tax. The Russia–Armenia treaty lists Armenian profit, income, property and land taxes, not turnover tax, and the reported position of the Russian tax authorities is that Armenian turnover tax is not credited against Russian income tax. We have not read the official letters ourselves, so take it as reported, and have a Russian tax adviser confirm it for your case. A designer who spends most of 2026 in Yerevan may stop being a Russian resident for the year; one who keeps going back for months may not, and pays twice. The honest pros and cons in 2026
On the plus side, entry is easy and visa-free, on the internal passport if you fly. Registering an IE online costs nothing, and the turnover-tax regimes keep the tax itself low for many freelancers, as long as you qualify and elect in time. If you work for an Armenian employer or client under contract, EAEU rules spare you a work permit.
On the minus side, it is harder than it was a few years ago and getting harder. Banks look closely at Russian clients and some refuse them. Getting paid from abroad is awkward without Stripe or PayPal receiving, and sending money from Russia has fewer channels: Zolotaya Korona reportedly stopped transfers to Armenia from July 24, 2026Estimate: Not yet confirmed by an official source. Last checked October 5, 2026.. Rents in Yerevan rose sharply this summer. From November, residence through an IE needs real turnover or money in the account and recorded taxes, on top of a higher fee, and quotas can cut it off. And if you stay a Russian tax resident, the low Armenian rate may not be the whole bill.
Is anything different for Belarusians?
Partly. Belarus is on Armenia's list of visa-free countries for all passport types, and the general limit of 180 days within one year applies unless an agreement says otherwise; we did not check the Belarus–Armenia agreements for a different term. The Russian-specific rules in this post do not carry over automatically: the internal-passport entry and the registration exemption under the Sochi agreement are Russia–Armenia arrangements, and we did not check the rules for Belarusian ID documents.
What Belarusians do share is EAEU membership. A Belarusian with an employment or services contract in Armenia needs no work permit and is exempt from registration for 30 days from entry, and from the reform the certificate of lawful residence costs AMD 35,950 and is applied for right after signing. The IE steps, the regime deadline and the residence test are the same for everyone.
On tax, we have not checked whether a Belarus–Armenia double tax treaty is in force or what it covers, nor Belarus's own residency rules. Ask a Belarusian tax adviser before relying on any credit.
Questions people ask
Can I do all of this on my internal passport?
You can enter on it by air. For land crossings you need the international passport, and Russian-language guides warn against getting Armenian stamps in the internal one. Ameriabank's document list, at least, accepts the internal passport with an extra declaration. For everything else, the international passport is the safer document to bring.
Do I need the social card before registering an IE?
It is disputed. The register law records it "if available", and sources disagree on whether it is required. Getting the number first removes the question, and the bank will want it or a statement that you have none.
What happens if I miss the regime deadline?
You stay on the general system for the rest of the year DL-03: Missing the election deadline. Sources agree, not verified, and the next chance to change is by February 20Estimate: Uses at least one rule that an accountant has not verified yet..
Should I apply for residence before November?
Only a filed application locks in the old rules; a booked appointment does not. Under the old law an IE ground has no amount, but the procedure may still ask you to show real activity. If you cannot file before the reform date, plan for the new turnover or balance test.
Can I keep living on visa runs instead?
People do, and the border has mostly allowed it. The law does not say leaving resets the count, and practice can change without notice. Residence is the way to make the stay certain.
Does an Armenian IE mean I stop paying tax in Russia?
No. That depends on where you are a tax resident, which follows the days you spend in Russia, not your registration in Armenia.
