Opening a bank account in Armenia as a Russian in 2026
Russians can still open bank accounts in Armenia in 2026, in person and with more checks. Documents, refusals, the new sanctions rules, CRS and the FNS notice.

Yes, a Russian citizen can still open a bank account in Armenia in 2026. Plan on going to the branch in person, bringing proof of an Armenian address and a believable account of where your money comes from, and filling in a tax-residency questionnaire. Some banks have refused Russians or closed their accounts since late 2025, and stricter sanctions screening has applied to every bank since August 12, 2026Estimate: Not yet confirmed by an official source. None of this is a ban. It is a compliance process that has become slower and less predictable, and the paperwork you bring is the part you control.

Bank policies in Armenia change often, and the facts below were checked on the date of this post. The Russian rules (the FNS notice and the annual report) are Russian law and outside what we normally cover: we link the FNS pages, but check your own case with a Russian adviser. Can you open an Armenian bank account remotely?
For a first account, normally not. Armenian banks identify a new client in person, and remote opening exists only in narrow cases, such as video identification for some clients or an account opened through a representative with a power of attorney. Which bank offers which route, and to whom, changes, so do not plan a move around it.
Ameriabank's tariff shows that the option exists at least on paper: it charges AMD 5,000 for identifying a client by video call, and says the fee is not charged when the video call is part of opening an account remotely (Ameriabank tariffs for individuals). It does not say who qualifies. Ask the bank before you count on it.
The many offers of "an Armenian bank card with delivery to Russia" come from intermediaries, not from banks. We do not review or recommend them. If you consider one, find out which bank issues the card, whose name the account is in and whether the bank identified you itself, because an account you cannot explain to the bank is the first kind to be closed when compliance takes a second look.
How to open a bank account in Armenia as a Russian citizen in 2026
The process is the same as for any foreigner, with two differences: the compliance review tends to take longer, and the tax-residency questions matter more. Our general guide to opening a bank account in Armenia covers the bank-by-bank side. Here is the order that works for most people:
- Get an address you can document, usually a written lease.
- Get a public service number (the "social card") or a statement that you do not have one.
- Gather source-of-funds papers for any larger amount you plan to put in.
- Go to the branch with all of it, sign the forms, including the tax-residency self-certification, and wait for approval.
Which documents banks ask for
The only bank document list we could read in full is Ameriabank's (document list for opening an account, an edition from 2023). For non-citizens it asks for:
- a passport or a document confirming lawful residence in Armenia
- proof of address, such as a utility receipt or a residence reference
- on request, statements from another bank, an employment reference, and property or business documents
A lease is what most people use as proof of address, and banks commonly accept it. Guides written in 2026 also mention source-of-funds documents and a CRS self-certification.
The internal passport deserves a word. If you land in Zvartnots on a Russian internal passport, you can enter legally (internal passports work for air travel only), and Ameriabank will let you bank with it if you sign a declaration that you crossed the border on that passport. The international passport is still the easier document at a bank counter, and some banks may not accept the internal one at all. More on entry rules in how long Russians can stay in Armenia.
The public service number
Banks record your public service number, the 10-digit number many people still call the social card. A person without one can give an official statement that they do not have one instead, and Ameriabank's list does not make the number mandatory. Some guides say most banks insist on the number itself.
The number itself is free. You can get it online with an e-ID or at a Migration and Citizenship Service office by appointment (PSN service on hartak.am). Who issues the statement of absence after the migration reform of November 1, 2026 is not yet clear. If you can get the number before you go to the bank, do.
Source of funds
This is where Russian clients most often stall. If you plan to deposit savings, the bank wants to see how you got them: a sale contract for a flat in Kazan, an employment record, statements from your Russian bank, a dividend decision.
If you bring cash across the border, the customs declaration is part of that paper trail. Cash above USD 10,000 crossing the border in one go must be declared in writing, and above USD 100,000 you also need documents proving where it came from, such as a bank withdrawal or exchange slip (State Revenue Committee guidance). Keep the stamped declaration. A bank asking about a large cash deposit will want to see it.
Fees and timing
Fees need a date next to them, because banks change tariffs and affiliate tables copy each other's old numbers. What we could check on a bank's own tariff page:

For other banks, the fees quoted online come from affiliate and agency pages that disagree with each other, so we leave them out. Check the tariff PDF on the bank's own site before you go.
Expect days to a week or more for approval. Some people report same-day accounts, others a week of verification; compliance review for Russian and Iranian clients is usually the slow part.
Why are Russians refused or accounts closed?
Since late 2025 some Armenian banks have refused to open accounts for Russians, rejected some payments and closed some accounts, citing internal compliance only (The Moscow Times, August 2026). There is no law or Central Bank rule that bans serving Russians. Each bank decides what risk it will carry, and the risk banks point to is sanctions.
So the questions that sink an application are rarely about your passport. They are about your money's path. Funds linked to sanctioned founders or owners of your employer or your client can be refused. A developer paid by a company whose owner turns up on an EU list may find the payment held and the account reviewed, even though the developer has done nothing wrong.

What the new Central Bank sanctions rules changed
The Central Bank of Armenia adopted Resolution 21-N on January 30, 2026Estimate: Not yet confirmed by an official source. Last checked October 5, 2026., published it on February 11, 2026Estimate: Not yet confirmed by an official source. Last checked October 5, 2026., and it came into force on August 12, 2026Estimate: Not yet confirmed by an official source. Last checked October 5, 2026. (ArmBanks). It amends the minimum conditions for internal control in banks to deal with the risk of sanctions being circumvented.
What it does, as reported:
- It covers restrictive measures imposed by any state or international organisation, not only sanctions on Russia.
- Banks must screen clients, counterparties and intermediaries, and may suspend or reject transactions.
- A bank must re-assess a client within 1Estimate: Not yet confirmed by an official source. Last checked October 5, 2026. business day after a sanctions list or the client's data changes.
- For individuals, The Moscow Times reports checks of citizenship, residential address and tax residence. ArmBanks does not mention these, so treat that detail as one outlet's account.
We could not find the text of the resolution on the Central Bank's site or on ARLIS, so everything above rests on press reports. In practice it means more questions about incoming payments, and quicker reactions when something about you changes. Answering a bank's query fast, with the contract and invoice, is the best protection you have.
What the CRS questionnaire asks and what reaches the FNS
CRS is the OECD's Common Reporting Standard: banks identify clients who are tax resident abroad and report their accounts to the local tax authority, which passes the data to the client's country of residence. Armenia joined in 2023 and made its first exchanges in September 2025, with 47Estimate: Not yet confirmed by an official source. Since August 2025 Armenian banks have been asking Russian clients to fill in tax-residency self-certifications (ArmBanks, Meduza). Under the standard, the form asks for every country where you are tax resident and your taxpayer number in each, which for a Russian resident is the INN. If you are a US citizen or green-card holder, you also fill in FATCA forms, because Armenia has a separate agreement with the US.
Which accounts are reported
According to KPMG's summary of the Armenian rules:

The bank reports once a year for the previous year. That is the bank's duty, not yours, and it is not a deadline you need to track. Under the standard, a report carries your identity details, taxpayer number, account number, year-end balance and income such as interest.
Does the data actually go to Russia?
Sources disagree. Russia's FNS keeps Armenia on its list of countries for automatic exchange of financial information (an FNS order in force since December 2025), and Russian and Armenian media described the exchange with Russia as automatic and annual. In November 2025 a deputy chairman of the Central Bank of Armenia said data goes to Russia only on request, when the tax service opens a specific case (ArmBanks).
We cannot tell you which is right. Assume the FNS can get your Armenian account data, and file your Russian notices on time rather than hope the exchange is narrow.
Some secondary sources say banks block accounts when a Russian client refuses to fill in the form. We found no primary source confirming it, but refusing a form the bank is legally required to collect is not a fight worth picking.
CRS follows tax residence, not your passport
CRS reports go to the country you are tax resident in. If you are tax resident only in Armenia, there is nothing to report to Russia under CRS, whatever passport you hold. The bank checks your self-certification against what else it knows about you, though, and a form that says "Armenia only" from someone who arrived last month may get questions.
The State Revenue Committee issues a free tax residency certificate that proves Armenian residence; our guide to the residency certificate explains who can get one. It does not end Russian tax residency. Russia looks at how long you were physically in Russia: spend 183 days or more there and you are a Russian tax resident, and you can be resident in both countries at once.
IE account vs personal account: what is different?
An IE account is a business account. Banks price it separately and ask for more: expect to show your IE registration, explain what the business does and who pays you. Some banks keep separate tariffs for non-resident businesses, so the personal-account fees above do not carry over.
What goes through it is client money, and that is where the new sanctions screening bites. Direct SWIFT wires in dollars or euros are the usual route, and under the new Central Bank rules a bank may hold or query an incoming payment linked to a sanctioned jurisdiction or party. The money that lands on an IE account is also your taxable turnover in Armenia. Turnover tax is a percentage of what you receive: 1%Estimate: Uses at least one rule that an accountant has not verified yet. for qualifying high-tech work TR-07: Turnover tax rate: high-tech and IT. The account also matters for residence. Under the reformed Law on Foreigners, an IE can use the business ground for a residence permit by showing either AMD 1,000,000 of turnover over the 60 days before applying, or AMD 1,000,000 held across its accounts (amending law on ARLIS). Some guides say the permit is cancelled if the balance later falls below that amount; the law itself ties ongoing status to taxes being recorded, not to a balance. Government decisions that implement the law are not published yet and may add conditions.
On the Russian side, an Armenian IE is not a separate legal person. Russia treats you as a private individual with foreign income, as we explain in Armenian IE as a Russian tax resident. The safe assumption is that the IE account counts as your own foreign account for the FNS notice and the annual report below. We found no FNS text that addresses Armenian IE accounts directly, so confirm it with a Russian adviser.
How and when to notify the FNS
This part is Russian currency-control law. It applies to Russian currency residents; Russian citizens generally count as such, and the FNS page below explains the exceptions.
The notice of opening an account
You notify your Russian tax office within 1 month of opening, closing or changing the details of an account in a foreign bank, Armenian ones included (FNS page on foreign accounts). The notice uses form КНД 1120107. The same page sets different rules for people who are not Russian tax residents and for people who spend most of the year abroad, including a later deadline, so read it against your own year.
The notice is separate from NDFL. Filing it does not mean you owe tax on the money in the account, and not owing tax does not excuse you from the notice.
The annual movement-of-funds report
Separately, Russian currency residents report each year on the movement of money through foreign accounts in the previous year. Accounts in other EAEU states, which include Armenia, and in countries on the FNS automatic-exchange list get an exemption: reportedly no report is due if the account's transactions and balance stay within RUB 600,000Estimate: Not yet confirmed by an official source. Whether the test is the balance, the turnover or both is worded differently from source to source, so check the exact condition in the currency-control law or with the FNS before relying on it. The filing date is published on the FNS site each year.
Whether you pass that amount depends on how much moves through the account in a year. If client payments go through it, check this early in the year, not on the eve of the filing date. Keeping the IE account and your personal one apart makes the report much easier to fill in if you do need one.
Do Mir cards work in Armenia?
Mostly no. Almost all Armenian banks in the ArCa network stopped servicing Mir cards on March 30, 2024Estimate: Not yet confirmed by an official source. Last checked October 5, 2026. (ArmBanks). The exception is VTB (Armenia), the subsidiary of Russia's VTB, which accepts Mir in its own ATMs and card terminals and at the merchants it serves (ArmBanks, April 2026). Do not arrive with only a Mir card.
Moving money from Russia has also become harder. Zolotaya Korona reportedly stopped transfers to Armenia around July 24, 2026Estimate: Not yet confirmed by an official source. Last checked October 5, 2026., after the EU listed its operator in a new sanctions package (Radio Svoboda), and whether Unistream still works on the Armenian route is contested. On the Russian side, the Bank of Russia removed its limits on foreign-currency transfers abroad by Russian citizens from December 8, 2025 (Bank of Russia). Transfer services appear and disappear every few months, so we do not recommend any of them: ask your Armenian bank which incoming routes it accepts.
Questions people ask
Can I open an account with only the internal Russian passport?
At Ameriabank, yes, if you sign a declaration that you crossed the border with it. Other banks may not accept it. Bring the international passport if you have one.
Do I need a residence permit to open an account?
Not according to Ameriabank's list, which asks non-citizens for a passport or a residence document plus proof of address. Some banks look for stronger ties to Armenia, such as a lease, a job or a business, so a permit can help even where it is not required.
How long does it take?
From one visit to a week or more. It depends on the bank and on how long its compliance team spends on your file, which for Russian clients tends to be longer.
Will the bank report my account to the FNS?
If you declare Russian tax residency, your account is reportable under CRS, and whether Armenia sends that data automatically or only on request is disputed. Assume the FNS can see it, and file your own notice.
I am a Russian and Armenian dual citizen. Is my account reported?
KPMG's summary of the Armenian rules says Armenian citizens' data is excluded from Armenia's CRS reporting. Ask your bank how it classifies you, and remember that your Russian notice duty does not depend on CRS at all.
Does the bank charge me if it refuses?
At Ameriabank the non-citizen due diligence fee is charged only if the bank approves the relationship. For other banks, check their tariff.
Will my account be closed if I leave Armenia and stop using it?
Some guides say Armenian banks close inactive accounts after a set period. We found no bank document that confirms it. Ask your bank, and keep some activity on the account if you want to keep it.
